甯漢豪：新田科技城300公頃創科用地或直接批地 強調會有制度規管及經行會審批
【橙訊】發展局局長甯漢豪今日在一個電台節目表示，新田科技城中300公頃創科用地不排除向創科龍頭企業直接批地，又指直接批地並非新鮮事，在科技園、機場、貨櫃碼頭等都有採用。她認爲，香港要發展成創科中心要有突破性，不能只是按價高者得方式批地，要使用多元批地模式。
甯漢豪強調，會有制度規管直接批地，包括經行政長官會同行政會議審批，並向立法會遞交正式文件等，做法具透明度。
甯漢豪表示，直接批地的同時會列明附帶條件，包括規定企業要使用一定面積用地發展創科、有關用地批出後要保持營運、不能隨便轉賣給第三方，未來亦會考慮將產量、經濟效益和培養創科人才納入協議條款。她又指，創科局正研究在創科用地引入什麽類型的創科行業，具體細節有待當局公佈。
填海助政府掌握土地話語權
甯漢豪又表示，填海有助政府掌握土地話語權，確保府順暢地展開工程，雖然有聲音要求政府先發展綠化地或棕地，但有機會引起現有業權人的反對，導致工程出現阻滯。她認為，交椅洲人工島具策略地位，加上新造土地有助政府作前衛的規劃概念，大膽設計城市佈局。
甯漢豪重申，先做北部都會區再發展人工島的做法不可能，香港到2048年需要6000公頃土地，人工島的1000公頃土地十分重要，不能隨便放棄，政府會按照負擔能力，分階段推進工程。
